Project OVerview
The City of Sumter has acquired properties that are ready to be redeveloped. These properties will be put up for sale through a process where developers can submit plans to buy and improve them. The goal is to turn old, unsafe, or blighted buildings into new homes and better neighborhoods for the community.

RFP Process - How it works
- Announcement: The City posts an RFP for each eligible property. Each lot will have its own individual submittal packet.
- Application period: Interested applicants complete the fillable application and submit required documents by the published deadline.
- Panel review: A panel of industry professionals reviews submissions anonymously and scores each proposal according to the published criteria.
- Selection: Proposals are ranked based on scores and panel discussion. The highest-ranked applicant is invited to negotiate a sale and development agreement.
- Contract & construction: Upon award, a sale contract is executed and the developer proceeds with demolition, remediation (if needed), permitting, and construction according to approved plans and timeline.
Who can apply
- Individual builders, small developers, nonprofit housing organizations, or private citizens may submit proposals.
- Applicants should show evidence of experience or a qualified team where applicable, and demonstrate financial capacity to acquire and develop the property.
- Applications that prioritize homeownership will be scored favorably, though proposals that include federally supported rental programs such as Section 8 remain eligible under federal rules.

RFP Scoring Criteria
Submissions will be evaluated and scored based on the criteria below. The panel uses this scoring to rank proposals and guide award recommendations.

Developer Experience (POINT VALUE=25) | The successful developer should have sufficient experience developing properties, all necessary qualifications and certifications, and a working knowledge of the Asheville community and its unique needs. |
Development Plan (POINT VALUE=25) | The successful plan should include attractive and livable units that fit well with the surrounding neighborhood. |
Financial Capacity (POINT VALUE=25) | The successful developer will have adequate financial resources to both purchase the property and develop it for occupancy. |
Timeline (POINT VALUE=20) | The successful developer will be able to begin the project once awarded and finish it in an extremely timely manner. |
Statement of why the Firm/Company should be selected (POINT VALUE=5) | Statement of why the FIRM/COMPANY should be selected in this redevelopment project. |
