Public Involvement

SUATS maintains a Public Participation Plan to ensure adequate opportunities for the public to express its views on transportation issues and to become active participants in the decision-making process.  The Plan describes the opportunities that will be made available to members of the general public and other interested parties to participate in planning activities and decision‐making processes pertaining to the local expenditure of federal transportation funding. The Plan sets forth the guidelines that will be followed by SUATS for public notification, conduct of public meetings, and adoption of federally‐ required transportation plans and programs.

Proposed Amendment #11 to SUATS Transportation Improvement Program (TIP) 17.7 MB

Description:  The Sumter Area Transportation Study (SUATS), pursuant to the requirements of the Fixing America’s Surface Transportation Act (FAST Act), as modified by the Infrastructure Investment and Jobs Act (Public Law 117-58), gives notice of the following action. Effective February 18, 2026, SUATS will accept public review and comment on amendments (via Revision #11) to the FY 2024-2033 Sumter Area Transportation Study (SUATS) Transportation Improvement Plan (TIP). The SUATS TIP outlines federally funded as well as regionally significant transportation projects that are planned for a 10 year period and serves as the plan to improve transportation infrastructure in the Sumter community. The TIP serves as a planning tool to ensure the most effective use of limited funding for transportation improvements.

  • TIP Amendment Description:
    • Add Preliminary Engineering (PE) phase to FY26 in the amount of $3,500,000 for US-378 (Robert E. Graham Freeway) Operational and Design Improvements Project.
    • Reduce Regional Mobility Program portion of Construction (C) budget for North Main Street Corridor Revitalization from $3,882,000 to $0.
    • Reduce Regional Mobility Program portion of Construction (C) budget for Manning Avenue Corridor Revitalization from $3,788,000 to $0.
    • Add Section 5307-SU Mass Transit Operations, Capital, Administration, and Planning Funding for Santee-Wateree RTA for FY2025-2029, as shown in Table 7.7:
