How Billing Works

Payment Options:

  • Monthly bank draft (Free)
    • Please contact the office to sign up and please have a voided check ready to submit.
  • Online at https://ipn.paymentus.com/cp/smtr
    • This service will be available to you after you receive your first bill in the mail.
    • To create an account, you will need your account number and remember to include the dash!
    • Available services online:

      • Sign up to receive bill by email (Free)
      • Sign up to receive bill by text (Free)
      • Make a payment ($2.50)
      • Set up recurring payments ($2.50 monthly)
  • Pay by phone
    • Toll free 1-855-385-9409 or 803-436-2541, option 3.
    • This service will be available to you after you receive your first bill in the mail.
    • You will need your account number to use this system.

    • Visit our Utility Billing office located at 130 S. Harvin Street, Sumter, SC 29150
    • 8:30am - 5:00pm, Monday - Friday

      • located beside the drive thru window (available 24/7),
      • located at the front entrance of the building, (available 24/7) and
      • located inside the front lobby of the building (available M-F, 8:30am - 5:00pm)

Miscellaneous Fees:
  • If you have a past due balance on your account, this may result in your service being disconnected.
  • The delinquent processing fee is $50.00/After-hour service fee: $75
  • Tampering fee: (Unauthorized turning on of meter, removing register, tampering with lines, etc.)
    • 1st offense: $100 per offense plus the cost of damaged equipment
    • 2nd offense: $150 per offense plus the cost of damaged equipment
    • 3rd offense: $400 per offense plus the cost of damaged equipment
    • Cut Locks: $100.00
    • Pulled Meter: $100.00
  • When starting services, if we are unable to leave your water on, we will leave a "red door hanger" at the services address. We will call the number available on the account to set up an appointment to meet you at the services address to turn on services. If this appointment is not kept it will result in a $35 fee for a 3rd visit.
  • A minimum fee for damaged meters is $50.00. This price increases depending on damage that occurs.
