Public Involvement
SUATS maintains a Public Participation Plan to ensure adequate opportunities for the public to express its views on transportation issues and to become active participants in the decision-making process. The Plan describes the opportunities that will be made available to members of the general public and other interested parties to participate in planning activities and decision‐making processes pertaining to the local expenditure of federal transportation funding. The Plan sets forth the guidelines that will be followed by SUATS for public notification, conduct of public meetings, and adoption of federally‐required transportation plans and programs.

Proposed Amendment #13 to SUATS Transportation Improvement Program (TIP) (PDF, 18.12 MB)
Description: The Sumter Area Transportation Study (SUATS), pursuant to the requirements of the Fixing America’s Surface Transportation Act (FAST Act), as modified by the Infrastructure Investment and Jobs Act (Public Law 117-58), gives notice of the following action. Effective September 2, 2026, SUATS will accept public review and comment on amendments (via Revision #13) to the FY 2024-2033 Sumter Area Transportation Study (SUATS) Transportation Improvement Plan (TIP). The SUATS TIP outlines federally funded as well as regionally significant transportation projects that are planned for a 10 year period and serves as the plan to improve transportation infrastructure in the Sumter community. The TIP serves as a planning tool to ensure the most effective use of limited funding for transportation improvements.
- TIP Amendment Description:
- Remove Right-of-Way phase from E./W. Calhoun St. Corridor Improvement project.
- Add Regional Mobility Program Construction phase funds for N. Main St. Corridor Revitalization at $819,000 in FY26.
- Add Regional Mobility Program Construction phase funds for Manning Avenue Corridor Revitalization at $797,000 in FY26.
- Update southeastern project termini for Broad St. Corridor Improvement from Warren St. to W. Calhoun St.
- Add Right-of-Way phase for US-378/76 Bridge over US-76 Business at $230,000 in FY 26.
- Add Construction phase for US-378/76 Bridge over US-76 Business at $17,100,000 in FY27.
- Revise name for US-378 Bypass (Robert Graham Freeway) Project from “Operational and Design Improvements” to “Corridor Improvements”.
