Public Involvement

SUATS maintains a Public Participation Plan to ensure adequate opportunities for the public to express its views on transportation issues and to become active participants in the decision-making process.  The Plan describes the opportunities that will be made available to members of the general public and other interested parties to participate in planning activities and decision‐making processes pertaining to the local expenditure of federal transportation funding. The Plan sets forth the guidelines that will be followed by SUATS for public notification, conduct of public meetings, and adoption of federally‐required transportation plans and programs.

Current Opportunities for Public Comment:  

Proposed Amendment #12 to SUATS Transportation Improvement Program (TIP) 18.1 MB

Description:  The Sumter Area Transportation Study (SUATS), pursuant to the requirements of the Fixing America’s Surface Transportation Act (FAST Act), as modified by the Infrastructure Investment and Jobs Act (Public Law 117-58), gives notice of the following action. Effective April 22, 2026, SUATS is accepting public review and comment on an amendment (via Revision #12) to the FY 2024-2033 Sumter Area Transportation Study (SUATS) Transportation Improvement Plan (TIP). The SUATS TIP outlines federally funded as well as regionally significant transportation projects that are planned for a 10 year period and serves as the plan to improve transportation infrastructure in the Sumter community. The TIP serves as a planning tool to ensure the most effective use of limited funding for transportation improvements.

  • TIP Amendment Description:
    • Add Carbon Reduction Program (CRP) narrative section and program objectives to TIP and include details for 2 individual CRP-funded projects (Uptown Sumter Signal Timing and Shot Pouch HAWK Signal Pedestrian Detection) to be funded via existing programmed CRP allocation.

Proposed Amendment #1 to SUATS Unified Planning Work Program (UPWP)

Description:  The Sumter Area Transportation Study (SUATS), pursuant to the requirements of the Fixing America’s Surface Transportation Act (FAST Act), as modified by the Infrastructure Investment and Jobs Act (Public Law 117-58), gives notice of the following action.  Effective April 22, 2026, SUATS is accepting public review and comment on Proposed Amendment #1 to the Sumter Area Transportation Study’s (SUATS) Unified Planning Work Program (UPWP) for FYs 2026 and 2027. The SUATS UPWP outlines the focus of work efforts and use of planning funds anticipated over a two fiscal year period.  The proposed amendment will update funding figures to reflect actual spending in FY2026 and the actual federal allocation for FY2027.
