Utility Plants Director
Charles Glasscho was named director of the City of Sumter’s Utility Plants Department in 1994. He is responsible for managing the operation and maintenance of the water and wastewater facilities. Charles insures all federal and state regulations are met on water processed and distributed for drinking; and wastewater treated and discharged into the river.
Charles began his career with the City of Sumter in 1977 as a shift operator at the Pocotaligo Wastewater Treatment Plant. He also functioned as the Assistant Wastewater Superintendent and the Wastewater Superintendent at the Pocotaligo Wastewater Treatment Plant before being promoted to the Assistant Director of Utilities for water and wastewater.
Sumter has been home for Charles since he was about three years old. He spent a brief two years in Charleston working as a wastewater operator before returning to Sumter in a similar position. He holds an Associate of Applied Science degree in Environmental Engineering Technology from Sumter Area Technical College (Central Carolina Technical College) and a Bachelor of Science degree in Interdisciplinary Studies (Management) from The University of South Carolina. He is certified by the State of South Carolina Environmental Certification Board as an ‘A’ Water Plant Operator and as an ‘A’ Wastewater Plant Operator.
