Alice Bailey

Purchasing Manager


Alice Bailey has served as the Chief Procurement Officer for the City of Sumter since August 2011. Alice brings more than 25 years of experience with a concentration in procurement management, project management, contract administration, facilities management, governmental accounting, cost accounting, business continuity planning, risk management in private manufacturing and public sectors. As the City’s Chief Procurement Officer (CPO), Alice enhances the City of Sumter's ability to provide quality goods and services to its customers in a timely, cost-effective, and impartial professional manner.


Before joining the City of Sumter, Alice served as the CPO in her position as Director of Procurement and Facilities Management for Florence County, South Carolina. Previously, she was the Purchasing Director for a steel fabricator and an international nut processer.


Alice earned a Bachelor of Science degree in Accounting and a Bachelor of Science in Business Administration from the College of Charleston in Charleston, SC. She has earned her Lifetime Certified Purchasing Manager (C.P.M.) Certification from the Institute of Supply Management, Inc. and is a Certified Public Procurement Officer (CPPO) designated by the Universal Public Procurement Certification Council (UPPCC). She is a graduate of The Institute of Government for County Officials and a graduate of the Greater Sumter Chamber of Commerce Leadership Sumter Program Leadership Sumter Graduate –Class XXV. Since 2013, Alice serves on the Greater Sumter Chamber of Commerce Leadership Board of Regents. Alice is a member of ISM (Institute of Supply Management, Inc.), NIGP (National Institute of Governmental Purchasing, Inc.) and SCAGPO (South Carolina Association of Governmental Purchasing Officials).
