Patty Jaye was born January 21, 1960 in Bangor, Maine. The daughter of the late Ret/MSGT Lorenzo “Lonnie” L. and Clara C. Garrett residents of Sumter, South Carolina. Her parents came to Shaw AFB in June, 1973 making her a Sumter County resident since 1973. She is the wife of Wendell Brunson Patterson of Marion, SC and the parents of a precious eleven-year-old daughter, Anastasia Elizabeth. Patty Jaye is an experienced instructor, orator, investigator, lecturer, and administrator with sound leadership skills and character. Additionally, God has blessed her with a singing voice of solo quality.
First female Chief of Police in the history of the City of Sumter, as well as the first African-American Chief of Police. Appointment made by City Manager Talmadge Tobias on April 3, 2001 and officially sworn in July 1, 2001, to become the first female Chief of Police for a metropolitan city in the state of South Carolina. She has Law Enforcement tenure of 28 years with a diverse background in policing. She is one of South Carolina’s highest-ranking female officers for a law enforcement police agency.
-Professional Experience -
· 2001-current Chief of Police Chief of the seventh largest metropolitan city in SC with 119 sworn personnel with 61 civilian personnel, the department is a Nationally Accredited Law Enforcement agency, through CALEA and South Carolina Accreditation, with recent Re-Accreditation in 2006 and 2003 thus, 2000 and initial accreditation in 1995. During her tenure many milestones and accomplishments have been attained by the Sumter Police Department inclusive of the established Honor Guard, Color Guard and Department Inspection, Peacekeepers Memorial and Awards Ceremony; Automated Finger Print Identification System (AFIS); U S Marshals partnership; computerized polygraph; enhanced Leadership with promotional opportunities; USAF Airmen Leadership School partnership.
· 1991-2001 As Major of Operations and Assistant Chief for the City of Sumter Police Department for ten years, command included: Patrol, Traffic, Detectives, Organized Crime and Vice Control, COPS, DARE, School Resource Officers, Teen Court Justice, Administrations and Records, Training, and Internal Affairs.
· 1994 She was the first female from Sumter City/County Law Enforcement to attend and graduate from the Federal Bureau of Investigations National Academy (FBINA), Session 177.
· 1985-1991 As a Special Agent with the State Law Enforcement Division (SLED) for six years, assigned to Criminal Investigations. First female SLED SWAT Team member and the first female African-American field agent assigned to the Pee Dee region. Additional responsibility of specialization in child abuse and sexual assault investigations.
· 1983-1985 First female African-American, Criminologist Instructor at the South Carolina Criminal Justice Academy. Instructor in a diversity of law enforcement training.
· 1981-1983 First female Sumter County Deputy Sheriff and Juvenile Investigator.
· 1979-1981 First African-American employee for the Sumter County Magistrate’s office; assigned as traffic/warrant clerk.

Patty Jaye Garrett Patterson loves a challenge and has accomplished many milestones. She attributes this to being richly blessed by God, her parent’s guidance and to the scripture that profoundly states: “Faith is the substance of things hoped for, the evidence of things not seen (Hebrews 11:1).” Her philosophy is: “With the gifts God has bestowed me, I believe in combating the obstacles and surviving with perseverance--without compromising one’s morals. 911 Emergency Services: Dispatch-Emergency communications
Patrol Division The City of Sumter is divided into 2 regions and within those regions are 9 patrol areas. The officer's duties include responding to routine and emergency calls for service within their areas, and patrolling neighborhoods and business districts. Each patrol shift is supervised by a Lieutenant and two Sergeants.
 Traffic Division The officer's in this division investigate traffic accidents, enforce traffic laws, assist with special events when traffic control is needed and monitor speed limits with the latest radar equipment.
 Detective Division Detectives are responsible for the investigation of crimes committed within the city limits. They also assist other local, state and federal agencies with investigations that lead to the Sumter area and with the apprehension of wanted persons'.
Warrants Division The Warrants Division is responsible for serving City Court warrants and investigating minor offenses. These officers also handle prisoner transports and courtroom security.
Crime Scene Unit The Forensics Van is fully equipped to process crime scenes. The Forensic Unit is highly trained and processes crime scenes from burglaries to homicides.
Mounted Patrol The officers are responsible for the care and training of four horses assigned to the mounted unit. Their duties consist of riding the historic and business districts, the "COPS" program and are assigned to special events as needed. The mounted patrol unit is highly visible and provides effective crowd control.
Honor Guard The Sumter Police Department Honor Guard is comprised of 100% volunteers. The Honor Guard has been used on many special occasions and was highly commended by the Shaw Air Force Base Commander during the last Departmental inspection.
911 Emergency Services
The Sumter City/County 911 Center dispatches emergency services for Sumter City Police, Sumter County Sheriff Department, Sumter City/County Fire, and Sumter EMS. After hours they dispatch all public services such as water, sewer and mechanical. The 911 Center is an enhanced center with twelve 911 lines coming into the Center displaying the telephone callers phone number and location. A trained staff of (22) twenty-two full time operators and (8) part-time operators answers emergency calls. The 911 Operators work a 12- hour shift with at least 5 operators on duty at any time. These operators dispatch over (10,000) ten thousand calls for service each month, emergency and non-emergency. Sumter 911 operators receive enormous amounts of training during their first year of employment. A Sumter operator is required to attend and successfully pass training in Emergency Medical Dispatch, Enhanced 911 Operating Procedures through the SC Criminal Justice Academy, computer training through SLED for work associated with the (NCIC) National Crime Information Center, and on the job training with a trainer which lasts approximately 12 weeks. Victim/Witness Program Crime victims are covered under the State of South Carolina's Victim/Witness Bill of Rights. Financial assistance is available to help qualified victims with medically related expenses that are not covered by other payment sources.
